The update will focus on the following: 1) promotional efforts around college and career readiness; 2) career readiness coursework; 3) Advanced placement; 4) the Governor’s reduced-rate dual credit program and 5) the National Career Readiness Certificate (NCRC).

Background: The 2013 legislature passed House Bill 1098, authorizing and approving the issuance of additional bonds, notes, or other obligations in a principal amount not to exceed eighteen million five hundred thousand dollars for a lease purchase agreement with the Western Dakota Technical Institute to finance acquisition, construction, and other costs associated with various programs. Approval is requested from the Board for WDT’s bonding proposal.

Background: The 2013 legislature passed House Bill 1098: “Section 5. The issuance by the Health and Educational Facilities Authority of additional bonds, notes, or other obligations in a principal amount not to exceed twenty million dollars for a lease purchase agreement with the Southeast Technical Institute to finance the acquisition, construction, and other costs associated with a transportation technology center to house various technical programs, including diesel, auto, and auto body collision programs and other facility improvements necessary for other programs is hereby authorized and approved.”

Background: During the 2014 SD Legislative Session, HB1142 was passed. The bill established an equipment fund for the postsecondary technical institutes, and $1.5 million was transferred to the fund from the release of the postsecondary technical institutes facilities fund. Equipment purchases must be based upon priorities established by each postsecondary technical institute, approved by each postsecondary technical institute’s governing body and the Board. Approval is being requested from the Board for LATI’s bonding proposal.
