The state Board of Education Standards adopted proposed revisions to South Dakota’s high school graduation requirements at its July 16 meeting. If the Legislature’s Interim Rules Review Committee approves rule changes related to the new requirements at its Aug. 20 meeting, soft implementation of the new graduation requirements would begin this fall.

New accreditation review schedule begins in 2018-19
Recent changes to ARSD 24:43:02:05 [http://sdlegislature.gov/Rules/DisplayRule.aspx?Rule=24:43:02:05] authorize DOE to equalize the distribution of accreditation reviews across a five-year time frame. The goal of this redistribution is to ensure an equitable number of school districts undergo accreditation reviews each year. This change initiated the formation of a new accreditation review schedule and may result in your school or district’s accreditation review being moved to a new five-year cycle.

The five-year cycle will be reset beginning with the 2018-19 school year. The five-year review cycles will be consistent by the 2022-23 school year. Please visit the department’s accreditation webpage [http://doe.sd.gov/oatq/districtaccreditation.aspx] for information on the proposed review cycle for school years 2018-19 to 2022-23.

Accredited schools and districts recently received a letter and assurance statement from the department regarding the new accreditation review schedule. Please complete and return the assurance statement to DOEaccred@state.sd.us.

As a reminder, periodic off-cycle checks may occur. Districts are required to comply with accreditation laws, rules and policies at all times, regardless of the review timeline.

South Dakota receives highest ratings under IDEA
South Dakota has received the highest rating possible under the Individuals with Disabilities Education Act, or IDEA, for both Parts B and C for the most recent reporting year of federal fiscal year 2016. The state is one of only 14 across the country to meet the requirements and purposes of IDEA under both Parts B and C, according to information released recently from the U.S. Department of Education.

NCRC administration process changing in 2018-19

On July 24, districts received an email message regarding changes to the National Career Readiness Certificate assessment administration for the 2018-19 school year. Based on feedback the Department of Education and the Department of Labor and Regulation have heard from schools, we have explored and are able to offer a remote testing option.

The deadline to register for NCRC administration remains Aug. 15. The Application for Assessments [http://doe.sd.gov/pressroom/educationonline/2018/Aug/documents/NCRC-ApplHSJrSrAssessments.docx] is due to the Department of Labor and Regulation contacts listed in the application.

Reminder: Use updated public school exemption form

The form for declaring public school exemption, called the Notification for Public School Exemption Certificate [http://doe.sd.gov/oatq/documents/Exempt-1017.pdf], was updated in July 2017. Please ensure your district is using the most current form. Families who home school must annually declare exemption with the public school district where they reside. Districts may need to reach out to families to inform them of this annual requirement.

Requirements for maintenance and distribution of the notification form are found in SDCL 13-27-9 [http://sdlegislature.gov/statutes/Codified_laws/DisplayStatute.aspx?Statute=13-27-9&Type=Statute].

Other home school-related reminders

Testing: The district is responsible for notifying home school families whose child(ren) identify as being in grades 4, 8 and 11 of the testing requirements stated in SDCL 13-27-3 [http://sdlegislature.gov/Statutes/Codified_Laws/DisplayStatute.aspx?Type=Statute&Statute=13-27-3]. Home school testing information is available on the Office of Assessment's Home School webpage [http://doe.sd.gov/assessment/SAT10.aspx].

Dual Credit: The South Dakota Department of Education must have a current exemption form and Home School Dual Credit MOU on file before the student is allowed to register for dual credit classes. Note: The exemption form needs to be sent from the local school district.

Additional resource: District staff assigned to report student enrollment in Infinite Campus should utilize the Student Data Collections Desk Guide under ‘Documents’ on the Department of Education's Student Information Management System webpage [http://doe.sd.gov/ofm/sims.aspx]. ENGLISH ‘Unlocking English Learners’ Potential’ PD series to start Sept. 13

The Unlocking English Learners’ Potential professional development series will take place throughout the 2018-19 school year, with three full-day face-to-face sessions, each followed by an interactive online component. Space is limited to 50 participants. Register by Aug. 24.

Teacher of the Year DOE wants to honor your district’s 2017-18 Teacher of the Year

District-level Teachers of the Year from across South Dakota will be honored at a banquet hosted by the South Dakota Department of Education during the annual Systems Change Conference, Oct. 17-19, at the Best Western Plus Ramkota Hotel in Sioux Falls.

The department will cover conference registration, lodging and meals during the conference for your district’s 2017-18 Teacher of the Year. The banquet will be held the evening of Oct. 18. This is a great opportunity to recognize and reward your district-level Teacher of the Year for always going the extra mile.

2018-19 Superintendent's checklist Electronic version of Superintendent’s Checklist available

The electronic version of the 2018-19 Superintendent’s Checklist [http://doe.sd.gov/checklist/18-19.aspx] is now available on the Department of Education website, allowing users to add items directly to electronic calendars like Outlook and Google. This calendar features some of the major federal and state deadlines throughout the school year, as well as some of the larger DOE-sponsored events.

 
 
 
 
ECF summer study continues

The Legislature’s Extraordinary Cost Fund for Special Education summer study group met July 26 in Pierre. The Meade, Kadoka and McLaughlin school districts presented at the meeting.
