Dr. Ben Jones joins Gov. Kristi Noem’s administration as Interim Secretary of Education. In his previous role as Dean of Dakota State University’s College of Arts and Sciences, he oversaw more than 50 full-time and adjunct faculty members. In that role, he revitalized numerous programs to better equip students for modernized careers, launched innovative programming and improved course content through interdepartmental collaboration.

board meeting Board of Education Standards to meet Jan. 28 in Pierre

The state Board of Education Standards [https://doe.sd.gov/board/] has set its tentative agenda for 2019. The first meeting is slated for Jan. 28 at the MacKay Building in Pierre. Public hearings on proposed revisions to World Language and School Library standards are on the agenda. Educators are encouraged to view the proposed standards [https://doe.sd.gov/ContentStandards/review.aspx] and make public comment [https://doe.sd.gov/ContentStandards/review.aspx].

Also at its Jan. 28 meeting, the board will hold a public hearing regarding proposed changes to ARSD 24:43:01:01 and 24:43:11:09. The purpose of the proposed changes is to remove the requirement for state approval of school-created course equivalency exams and allow local schools to determine how to transcribe credit earned by course equivalency exams. Access, and make comment on, the proposed changes at rules.sd.gov. Follow the Department of Education link and then look for Article 24:43. Click on the comment deadline date to submit a public comment.


SD DPS logo Apply for Homeland Security grant funding by Feb. 15

Applications for Homeland Security grant funding are being accepted until Feb. 15 at 5 p.m. CST. State and local, public and private nonprofit agencies, including public and non-public schools, are eligible to apply.

Funding will be awarded for one-time projects that have a connection to a Homeland Security mission such as prevention or protection against terrorism threats. In particular, schools may be interested in access control projects such as keyless entry, video entry and Fire Marshal-compliant door locks. Surveillance camera systems are not allowable at this time; grants will focus on basic security measures, such as access control, and funding is limited.

Awards are competitive and local awards will be based on recommendations of regional review committees. Funding for projects will become available on or about Sept. 1, 2019. Award agreements will be generated after funding becomes available; projects cannot start before the award date.

2019 SD Teacher of the Year

Nominate your District Teacher of the Year by March 1

Each South Dakota school district that wishes to participate in the South Dakota Teacher of the Year program needs to submit the name of its District Teacher of the Year to Sherry Dickerson [sherry.dickerson@state.sd.us], with the South Dakota Department of Education, by March 1 in order for the nominee to be considered for the Region TOY program.

The department will contact District Teachers of the Year directly to apply for the regional award. The state is divided into five regions [http://doe.sd.gov/oatq/documents/19-Regions.xlsx], and one winner will be chosen from each. One of these five regional finalists will become South Dakota’s 2020 Teacher of the Year.

Districts may determine their own methods for selecting district winners, but nomination forms should be made available to teachers, parents, students, school support professionals and the general public through multiple avenues and formats. A sample nomination form can be found on the South Dakota Teacher of the Year webpage [http://doe.sd.gov/oatq/teacheroftheyear.aspx].

Professional development opportunity for Region TOYs
The department will be able to offer the five Regional Teachers of the Year the opportunity to attend the 2019 National Teacher Leadership Conference hosted by the National Network of State Teachers of the Year, to be held in Orlando, Fla.

math games Encourage math teachers to participate in virtual coaching

The South Dakota Department of Education’s Virtual Math Coaching program is launching a Winter 2019-Spring 2020 coaching cohort in January. Please share this application link [https://docs.google.com/forms/d/e/1FAIpQLSdWy-1GGBm56mBbTJ5d9n-J5-1xcHrJjNVk_oDAY_FZfdxIww/viewform] with your K-12 math teachers who are in or beyond their third year of teaching.

With this 2019-20 cohort, the program is expanded to include K-12 coaches and teachers. The program provides an opportunity for math educators throughout the state to have rich discussions about lesson planning and best practices in math instruction, in addition to giving each other specific, personalized feedback.

As participants of the program, teachers will:

  • Receive free professional development specific to math teaching, including one regional face-to-face workshop and one virtual conversation reflecting on a math lesson during spring 2019, and additional conversations during the 2019-20 school year.
  • Receive specific, personalized feedback from an experienced math educator reflecting on the teacher’s lesson plans, teaching routines, students’ mathematical discourse, and goals for improving instruction and student learning.
Expectations for teacher participants are:
  • Attend one regional face-to-face kick-off event in March:
    • March 4, Sioux Falls
    • March 5, Pierre
    • March 7, Rapid City
  • The purpose of this event is to introduce coaches to teachers, share this cohort’s teaching focus, and practice using the coaching process and the technology used for coaching.

    The Department of Education will reimburse participating teachers for mileage to events and reimburse schools for the cost of substitutes.

  • Complete one coaching cycle between coaches and teachers before May 2019, to consist of:
    • Sharing lesson plans
    • Recording lessons to submit for feedback
    • Watching lessons with coaches
    • Engaging in feedback conversations
  • Timeframe of Virtual Coaching commitment for participating teachers: March 2019-May 2020
Other requirements for the 2019-20 school year to include: Complete coaching cycles during the 2019-20 school year.

21CCLC Logo Submit Notice of Intent to Apply for 21st CCLC grant funding by Jan. 18

Schools and other organizations interested in 21st Century Community Learning Centers, or 21st CCLC, grants must submit a Notice of Intent to Apply by Jan. 18. The learning centers are intended to assist students from high-poverty and low-performing schools by providing academic enrichment opportunities and activities designed to complement regular school instruction.

CPR Annual reminder: CPR and AED training resources on DOE website

CPR is not a graduation requirement; however, all districts need to incorporate into district curriculum the skills necessary to perform hands-only CPR and awareness in the use of an AED (automated external defibrillator). The South Dakota Department of Education must annually make school districts aware of available resources for use in providing this instruction, which can be found on the department’s CPR Resources for Schools webpage [http://doe.sd.gov/octe/cpr.aspx].

Stakeholders from various state and nonprofit agencies and health/physical education teachers have compiled these resources and contacts for districts to access when implementing CPR training.

A certified teacher is not required to be an authorized CPR or AED instructor to oversee this instruction. However, any CPR course that results in the students earning a completion card must be taught by an authorized CPR or AED instructor.

The Department of Education is also required to annually collect and report to the South Dakota Legislature information regarding how CPR is being taught in schools. No Smoking No Vaping E-cigarette prevention resources available

The South Dakota Department of Health’s Tobacco Control Program recently created resources to assist schools and communities with addressing the growing problem of youth e-cigarette use in South Dakota. Find them on DOH's Tobacco Prevention and Control Program webpage [https://doh.sd.gov/prevention/tobacco/], under the Resources heading.

The resources include an E-Cigarette & Vaping Handout [https://doh.sd.gov/documents/Prevention/tobacco/E-CigaretteVapingHandout.pdf], a guide featuring reliable information for schools, educators, parents, adults, health professionals and youth. The electronic version includes embedded hyperlinks to various resources. The PDF version [https://doh.sd.gov/documents/Prevention/tobacco/E-CigaretteVapingHandout_ForPrintONLY.PDF] is meant to be printed and includes website addresses fully spelled out.

Reminder from State Fire Marshal about school construction requirements

The State Fire Marshal’s Office would like to remind school districts that the construction, renovation or remodeling of school buildings is subject to ARSD Chapter 61:15:02 – School Construction Requirements [http://sdlegislature.gov/Rules/DisplayRule.aspx?Rule=61:15:02].

All plans and specifications must be submitted to the State Fire Marshal’s office for review and approval prior to the start of construction:

ARSD 61:15:02:01. Responsibility of governing boards [http://sdlegislature.gov/Rules/DisplayRule.aspx?Rule=61:15:02:01]. The governing board of a school covered by SDCL chapter 13-25 [http://sdlegislature.gov/Statutes/Codified_Laws/DisplayStatute.aspx?Type=Statute&Statute=13-25] shall inform the Department of Public Safety of its intention to alter or remodel existing structures or to build new facilities to be used for school purposes.

ARSD 61:15:02:02. Approval of proposed construction required [http://sdlegislature.gov/Rules/DisplayRule.aspx?Rule=61:15:02:02]. The governing body shall advertise no plans and specifications for proposed construction or alteration of school buildings until the plans and specifications have been reviewed by a representative of the Department of Public Safety and approved in writing. Drawings shall be drawn to scale and shall clearly show plot plan sections, elevations, structural details, floor plan, electrical, mechanical, and any other details the department requires.

Evaluation is particularly important when dealing with school security-related matters and the use of special locking devices on classroom doors. Any changes made to building egress systems, classroom doors, door hardware or special locking devices must be approved prior to installation in accordance with the above.
