Celebrating Teacher Appreciation Week and announcing Regional Teachers of the Year

Closing out the year: Data deadlines and Report Card timeline
With the end of the school year approaching, it is time to share information and deadlines for closing out your 2018-19 data and the publishing of the 2018-19 Report Card.
The last date to submit your data is Friday, June 14. Please make sure that the individual(s) responsible for entering this data within your school district is fully aware of this deadline.
NEW: This year, there will be only ONE opportunity to appeal Report Card data (as opposed to “pre-appeal” and “appeal” windows). This opportunity will come prior to the release of the public Report Card, which is tentatively set for Sept. 16. It is critical that your team takes time to review data and make any appeals during that single appeal window, which is tentatively set for Aug. 12-23. See schedule below.
On May 7, districts should have received an email with the 2018-19 Year-End Signoff Document.
- This document must be signed by multiple individuals to indicate that your district has completed all the necessary steps to ensure your data is ready to be used for the annual Report Card process.
- The Year-End Signoff document must be returned by June 21 to:

Once again, we will be using the SD-STARS system to make the Report Card data available to school districts before it is released to the public.

Key Dates (Tentative) for the 2018-19 Report Card (public schools only)
- June 14: Last date for districts to make changes to 2018-19 data in Infinite Campus, Personnel Record Form (PRF) system, Perkins CTE Data System, and Safe, Drug- and Gun-Free Data Collection System.
- June 21: Year-End Signoff document must be returned to Judy Merriman at the Department of Education.
- Aug. 5: Districts have access to their private Report Card data in SD-STARS and begin the process of reviewing and validating their data.
- Aug. 12-23: Districts have the opportunity to make appeals related to their Report Card data. This is the ONLY appeal window.
- Aug. 23: Appeal window closes at 5 p.m. CDT.
- Sept. 13: Department makes final decisions on appeals.
- Sept. 16:
- Department shares state-level data from 2018-19 Report Card at South Dakota Board of Education Standards meeting.
- Press release issued.
- Public Report Card goes “live” with state-, district-, and school-level data.

Public hearing May 20 on proposed changes to educator preparation program approval
The Board of Education Standards will hold a public hearing regarding proposed changes to South Dakota Administrative Rule 24:53, which has to do with approval of educator preparation programs. The changes update language to reflect industry standards, correct references to national program standards where applicable, and align terminology and requirements with updated educator certification rules. School security funds available
The U.S. Department of Justice, School Violence Prevention Program, is accepting applications now through May 31 for school security projects. Public agencies such as school districts are eligible to apply. The grant announcement is available here: https://cops.usdoj.gov/svpp. Schools apply directly to US DOJ. Grants provide up to 75% funding for the following K-12 school safety measures:
- Coordination with law enforcement
- Training for local law enforcement officers to prevent student violence against others and self
- Metal detectors, locks, lighting, and other deterrent measures
- Technology for expedited notification of local law enforcement during an emergency
- Any other measure that the COPS Office determines may provide a significant improvement in security
The following school safety measures will be available through the Bureau of Justice Assistance’s section of the STOP School Violence Act of 2018:
- Development and operation of anonymous reporting systems
- Hotlines
- Internet websites
- Mobile telephone applications
- Development and operation of a school threat assessment
- Specialized training for school officials in responding to mental health crises
- Training for school personnel and students to prevent student violence against others and self
- Any other measure the BJA determines may provide a significant improvement in security

2019 SD Workforce Education Grant recipients announced
Eight South Dakota Workforce Education Grants, totaling more than $1,091,000, have been awarded to seven South Dakota public school districts and one private non-profit organization. The purpose of the grant program is to provide the opportunity to make transformative change in career and technical education programs.

Dakota Prairie Elementary in Brookings earns national recognition
The American School Counselor Association has announced Dakota Prairie Elementary in Brookings as a Recognized ASCA Model Program. The school will be honored at a recognition ceremony at ASCA’s annual conference in Boston in July. Congratulations, Dakota Prairie!

Register for 2019-20 Principal Leadership and Development program
Registration is open for the 2019-20 Principal Leadership and Development Program, sponsored by DOE and School Administrators of South Dakota. This program helps first-year administrators acclimate to their new role. Please encourage your new administrators to jump on board. They will be assigned a mentor and attend four face-to-face meetings and other online opportunities. The cost is $125. Register on the SASD website [https://compensation.sasd.org/memberlogin.aspx].

Update Personnel Record Form by June 14
The Personnel Record Form is open. The deadline to make any changes to this school year’s database is June 14. It is important to log into the system via http://doe.sd.gov/prf/. Click on “PRF Log-in Screen,” then select DE69PERS to enter SY 2019 staffing data.
Additional sign-off on Assurance Statement required of public schools: To ensure all information is accurate in the PRF, public school districts are required to update the PRF with any changes to the collection in the spring and sign off using the electronic assurance statement by June 14.
Review and update the PRF with any changes in staffing, FTEs, salaries (including base salary), assignments, etc. Review plans of intent for accuracy.
Information in the PRF is used for state, district and school report cards, data requests, federal reporting, and teacher compensation reports for public schools.

Still time to sign up for mentoring program
The statewide mentoring program provides a first-year teacher access to a mentor teacher for a period of two years and participation in a summer academy following the first and second year of employment.
This is an excellent opportunity for experienced South Dakota teachers (current and retired) to share their skills and help guide beginning teachers. In addition, through this program, South Dakota’s newest teachers will be supported and welcomed into the education community.
Requirements have also been established for districts that would like to receive funding to handle mentoring locally.

- Program information for second-year participants
There's still time for new mentors to apply, and applications for new teachers are due June 15. Late hires will also have an opportunity to participate.

Civil rights regulations training to be offered in June
The South Dakota Department of Education is making available a professional development opportunity that will allow participants to gain in-depth knowledge into civil rights federal regulations for the educational setting. The full-day session will feature specialists from the regional U.S. Department of Education Office for Civil Rights in Kansas City, Mo.
The department encourages K-12 staff as well as postsecondary personnel to attend. Please inform staff who serve in any of the following capacities about these trainings:
- Title IX coordinator
- Section 504 coordinator
- School administrator
- School counselor
- Career and technical education teacher/director
- School district attorney

Training to address emergency planning for schools
Multi-Hazard Emergency Planning for Schools will be held June 13-14 in Mitchell. Hosted by the state’s Office of Emergency Management, the course provides participants with the knowledge, skills, and tools needed to refine or develop an all-hazards school Emergency Operations Plan. Participants are encouraged to bring any current plans for their school, as they will be used during class.
